Due to developments within the neonatal heel prick screening programme we are looking for an enthusiastic senior programme officer.

Note
The neonatal heel prick screening aims to detect newborn babies with serious disorders at an early stage and refer them to health care for timely diagnosis and treatment. The neonatal heel prick screening has expanded considerably in recent years and this process continues. Currently, heel prick screening is used to screen for 25 different disorders, including metabolic diseases, cystic fibrosis, severe blood disorders, endocrine diseases and severe immune deficiency.

All kinds of organisations and experts are involved in the programme and this brings with it a lot of dynamism. Large-scale optimisation projects are taking place in heel prick screening aimed at improving test methods, quality assurance, the promotion of expertise, scientific research, logistic processes, data exchange, monitoring, information management and linkage to care. Due to shifts in the tasks of our current colleagues, we are temporarily looking for an additional colleague. who can be deployed more broadly, for at least a year.

Work:
As senior programme officer neonatal heel prick screening you will carry out activities related to various parts of the programme. For example, you will be responsible for the annual process to produce the monitoring reports for the Ministry of Health, Welfare and Sport. An external party takes care of the implementation. You will ensure that the information from the monitor is properly included in materials for the promotion of expertise and that the annual fact sheet is up to date on these aspects. You update protocols, for example, around data exchange and AVG/privacy.

You will also supervise the registrations in and the data requests for the database Neorah (Neonatal registration deviant heel prick screening) with diagnostic information from care. You are responsible for the further development and supervision of all processes surrounding this database. Ideas for improving these processes are always appreciated.

As a senior programme officer you will write substantive notes and advice. You prepare meetings of national working groups and project groups and follow up the resulting actions. You hold presentations on various topics and feel at home with the use of different work formats, especially now that many meetings are held digitally.

Collaboration
As a member of the heel prick team you are co-responsible for achieving the project goals. You functionally report to the programme manager and work closely with colleagues and internal and external parties and relations. Terms such as independence, pro-activity and cooperation are concepts that really fit our team.

Job requirements
For this challenging position we are looking for someone who:
– Has an academic working and thinking level;
– At least 5 years of experience, preferably in the field of public health or healthcare; experience with epidemiology is an advantage;
– Has experience with project-based work and can plan, organize and prioritize well;
– Is analytically strong and able to process a lot of information quickly. Quickly establishes interrelationships between different processes;
– Can perform under pressure and keep several balls in the air;
– Persuasive and able to explain and defend a point of view with attention for the relationship;
– Creative and comes up with (new) solutions for problems or bottlenecks;
– Has good social and communication skills, is a team player and communicates effectively both in writing and orally;
– Is organisation- and environment-sensitive and able to maintain a multidisciplinary network, to connect parties and deploy them.

Terms of employment
Salary level: scale 11
Monthly salary: Min €3.279 – Max. €5,039 (gross)
Employment contract: Employment contract for a fixed period
Contract duration: 12 months
Minimum number of hours per week: 32
Maximum number of hours per week: 36
